This holistic approach to denial integrates human-autonomy teaming with systemic resilience in governance and infrastructure , while utilizing AI-driven verification to secure international legitimacy and diplomatic leverage. Ultimately, the AI era provides new avenues for small states to offset scale disparities, allowing them to transform structural vulnerabilities into strategic leverage through agility, operational flexibility, and enduring credibility.
